Monetary design is something that we're used to thinking of as something done by technocrats, not regular people. But just as centuries ago, government rules were made by fiat and now they are decided by representatives, so too with the design of monetary systems can we democratize the whats + hows.

Exactly. The power to create money is delegated to banks but not other public authorities, not because these are inescapable facts of life but because they are aspects of the current institutional and systemic design. We could decide, democratically, to design things differently if we chose.
