Cities and schools are not powerless. Atlanta can improve supports for those facing eviction. The district can ease transfers and provide continuity of service even when a kid moves. But they're playing cards with a stacked deck, and the state has incredible leeway to lessen the crisis.
Few environmental factors are more disruptive to learning than housing instability. Atlanta doesn't have the power to raise minimum wage (because of preemption laws) or lower childcare costs (can't raise revenue through income tax to move the needle here because, again, preemption).
The other day a state senator took time to deride Atlanta's schools for low scores despite high funding. Articles like this help explain how state inaction (few housing protections, low minimum wage, no childcare supports) helps create the situation he mocked

Interesting! I had always heard that a lot of his solid political moves were due to his wife's instincts and connections. I think he's trying to find folks who are Trumpy enough without being too Trumpy and that's a really hard person to find in this climate in the Republican party.
Gov. Kemp is fascinating. He’s popular for being Trumpy (see: his initial run) but also for standing up to Trump (2020 election). He reads the winds well for himself (not running for senate rn) but can’t pick a good candidate to save his life (Loeffler and Dooley). www.ajc.com/politics/202...
