And for any casuals scrolling by, I work in scientific research that routinely gets grants from the National Science Foundation, NIH, and NIEHS.
All of theses grants use a reimbursement system. The feds don't just issue a check. Money has to be spent on allowable items, reviewed, then reimbursed.
