Entitled "Gal and Couture: Ariake Momo ha fuku wo tsukute yuushou suru koto nishita."
The author notes that this is a series based on the Fashion Koshien, which is an annual event held every summer in Hirosaki, Aomori.

Akihisa Maki has revealed that the reason for the break is to adjust their schedule.
They've gone on to state that the series will indeed be off from issues 15-17, return in 18, be on break in 19, and then return fully in issue 20.
gotta say, this is a cute little series (with a well-written ace side character!)
