Deferred Action has been around much longer than DACA. DACA is simply proactive (legal). Congress has had 17 Dream Acts proposed to provide legal status for Dreamers in the last 23 years. They haven't passed a single one. One reason: Republicans are racist bastards. Don't believe me? Just ask me.
