I believe he can't control his tics. But he can control whether he apologizes for what he said. Anyone can apologize for harms caused by their actions, intentional or not.

I gifted myself the Zojirushi Neuro Fuzzy after my last promotion, but before that used an ANCIENT one button Hitachi rice cooker that was handed down to me. A workhorse. Still works, altho scruffy, and the aluminum pan is pretty pitted. Japan’s immortal rice cookers.
