Because they require constitutional amendments (federal veto) or are plainly unconstitutional.

The UCP is trying its damnedest to gut Alberta health care—underpaying staff and blocking unions, severely cutting budgets for the system, and authorizing private health care to enrich insurance companies. All so that she can funnel money towards oil companies and boondoggles.

Legally, Smith has 6 months to call it, and Rachel resigned Dec 30. Generally, the classy thing to do (by convention) is to get the Opposition Leader into the House right away. Instead, Smith is waiting as long as is legal. She did the same with Leth West byelection.
