I would be generally interested in helping with dev and think something like this is important. I guess the Idea could be fundable by some European / German open source sponsorship? There are a few but often only available for people not companies (at least the prototype fund prototypefund.de).
Slow CI-Pipelines can be a real productivity killer. Waiting endlessly for e.g. test feedback especially in large projects is a common problem. We had a a look at GitLab and wrote together a few best practices based on a concrete example, how to fix slow running tests: b310.de/blog/gitlab-...
