Yes. Look into the human readable part of the license file (.flf or.bclicense): there should be a Line with the date of the conversion. This is the date taken in account to calculate if those fees applies or not.

If your BC license file contains a conversion date after October 2022, then supplemental fees must be paid to be non-UCI compliant in an on-premise environment.
If the license contains a conversion before October 2022, then you do not need this granule.

I do not understand the design of this API: it extensively uses DotNet and local files to attach documents... Does it mean this feature is limited to apps with scope=OnPrem? Was it so hard to set the file content in base64 in the JSON payload? 🤔
