I don't think he did. I think he really believed that giving Trump attention would cause people to rally to his cause. That's how things used to work.
Unfortunately, that just gave Trump a pass, and showed that the law really does operate differently for people with power.
We deserved better.
Blame Merrick Garland for that. He didn't want to deal with the politics of prosecuting a political opponent, and hoped that if he ignored Trump he'd just go away.
Foolishly allowing politics to outrank the rule of law in it's own way before Trump did (also after Trump did).

Yeah, that always bugged me about that movie. People always say "I loved watching Captain America just fighting Nazis for an hour an a half," and I'm like "he was actually pretty specifically NOT fighting Nazis..."
