I'm pleased to see strong condemnation of the alarming use of the death penalty (over 1,200 executions in the first 10 months of 2025) and the call for transparency in death penalty practices. Also pleased to see transnational repression included in the resolution.
The UN General Assembly's Third Committee adopted resolution A/C.3/80/L.30 (docs.un.org/en/A/C.3/80/...) on the human rights situation in the Islamic Republic of Iran by 79 votes in favour, 28 against, and 63 abstentions.
مایهٔ خرسندی است که در این قطعنامه، استفادهٔ هشداردهنده و شدیداً نگرانکننده از مجازات اعدام — با بیش از ۱۲۰۰ اعدام در ده ماه نخست سال ۲۰۲۵ — محکوم شده و بر لزوم شفافیت در روند اجرای احکام اعدام تأکید شده است. همچنین مایهٔ خرسندی است که موضوع سرکوب فرامرزی نیز در این قطعنامه گنجانده شده است.

Graves linked to the 1980s mass executions are crime scenes requiring forensic protection under the Minnesota Protocol (international standards for investigating potentially unlawful deaths).
As detailed in our communication, international law obliges states to investigate potentially unlawful deaths, preserve evidence, and ensure dignified handling of human remains.
Families have been denied cemetery access, including at Khavaran—a mass grave site from the 1980s executions—where access was blocked in March 2025.
Before demolition began, graves at this and other burial sites had already suffered damage or destruction over decades. Reports also indicate the destruction of graves of those killed during the 2022 protests and victims of Flight PS752.
Plot 41 contains graves of individuals executed in the post-revolutionary period, including political dissidents from various groups.

این مکانها حلقهای حیاتی میان زندگان و مردگاناند؛ جایی که جوامع تاریخ خود را به یاد میآورند. تخریب این مکانها نه تنها روایتهای فردی بلکه حافظهٔ جمعی را نیز از میان میبرد. تخریب چنین مکانهایی نقض حقوق بینالملل محسوب میشود و رنج خانوادهها را عمیقتر میکند.
قبرها مکانهای دارای حرمتی هستند، که در کنار آنها خانوادهها عزیزان خود را گرامی میدارند، مراحل سوگ خود را طی میکنند و حافظهٔ جمعی را در گذر نسلها حفظ میکنند.
قبرهای مرتبط با اعدامهای جمعی دههٔ ۱۳۶۰ صحنهٔ جرم هستند و براساس پروتکل مینهسوتا (استانداردهای بینالمللی تحقیق دربارهٔ مرگهای بالقوه غیرقانونی) نیازمند حفاظتِ تخصصیِ پزشکی-قضایی میباشند.
همانگونه که در مکاتبهٔ ما با دولت ایران توضیح داده شده است، حقوق بینالملل دولتها را موظف میکند که مرگهای بالقوه غیرقانونی را مورد تحقیق قرار دهند، شواهد را حفظ کنند و از برخورد محترمانه با بقایای انسانی اطمینان حاصل کنند.
همچنین خانوادهها از دسترسی به برخی گورستانها محروم شدهاند، از جمله گورستان خاوران، محل یک گور جمعی مربوط به اعدامهای دههی ۱۳۶۰ که در مارس ۲۰۲۵ (فروردین ۱۴۰۴) دسترسی به آن مسدود شد.
گزارشها همچنین حاکی از تخریب مزارهای کشتهشدگان اعتراضات ۲۰۲۲(۱۴۰۱) و قربانیان پرواز PS752 است.
پیش از آغاز تخریب، قبور این محل و دیگر محلهای مشابه در طول دههها دچار آسیب یا تخریب شده بودند.
قطعهٔ ۴۱ محل دفن افرادی است که در دورهٔ پس از انقلاب اعدام شدند، از جمله مخالفان سیاسی متعلق به گروههای مختلف.
در اوت ۲۰۲۵ (مرداد ۱۴۰۴) ، گزارش شد که مقامات این بخش را تخریب کردهاند و قصد دارند آن را به پارکینگ تبدیل کنند؛ با این توجیه که این قطعه «رها شده» است، ادعایی که خانوادهها بهشدت آن را رد میکنند.
به همراه سایر کارشناسان سازمان ملل تخریب قطعهٔ ۴۱ بهشتزهرا در تهران را محکوم کردیم.
Destroying these sites erases not only individual stories but collective memory itself. Destroying such sites constitute violations of international law and deepen families' suffering.

Together with other UN experts, I condemned the destruction of Plot 41 of Behesht-e Zahra Cemetery in Tehran. In August 2025, authorities reportedly demolished this section, with plans to convert it into a parking lot, describing the site as ‘abandoned’—a claim families strongly dispute.
