I can't say for sure… but based off my 1 hour experience as a parking enforcement officer, I expect it'll be timed starting from when it's first scanned by a parking officer. Same way they check to make sure you don't overstay a time-limited spot.

Admin: We've been undertaking work w/ our city centre dept to improve that work. Whether we take portion of parking & specifically dedicate to the downtown or dedicate funds to it, it's a wash. #yqrcc
Turnbull: Is there any thought of using parking fees to revitalize downtown?
Admin: Any revenue we collect from meters goes to general revenue & council can dictate how we use it through the budget. #yqrcc
Admin: The only thing I'd add on vouchers, there are options w/ pay-by-phone which would be cleaner if businesses would validate parking on the app. In terms of discounts, those would have to be voted on by council. #yqrcc
Admin: Absolutely we're available to meet w/ the BID. I'd expect any discounts would need to be approved by council w/ a bylaw change. But that is an opportunity. #yqrcc
Turnbull on the main traffic bylaw motion: I was talking to the RDBID & said I'd bring this forward. They've asked for bulk/discount prices for the vouchers & ways they can be used w/ businesses. #yqrcc

Rashovich: We hear that we have $7mil in unpaid parking fines. This isn't to be a witch hunt. But there enough tech that people can pay on the spot & cars don't have to be impounded. But Admin will come back w/ recommendations. #yqrcc
