I can't say for sure… but based off my 1 hour experience as a parking enforcement officer, I expect it'll be timed starting from when it's first scanned by a parking officer. Same way they check to make sure you don't overstay a time-limited spot.

Admin: We've been undertaking work w/ our city centre dept to improve that work. Whether we take portion of parking & specifically dedicate to the downtown or dedicate funds to it, it's a wash. #yqrcc

Admin: The only thing I'd add on vouchers, there are options w/ pay-by-phone which would be cleaner if businesses would validate parking on the app. In terms of discounts, those would have to be voted on by council. #yqrcc
