For describing the language, both sound weird to me. Kabyle is only spoken in Algeria (diaspora aside), so the adjective is superfluous in almost all contexts.

"Advise" would fit very well here; the subject seems to be a man whose will asks his heirs to fast or feed the poor on his behalf after his death. وصّي is really the verb that comes to mind. So maybe:

"If he does not enjoin them, they will not fast for him nor feed (the poor) for him."
