Use bikes to do what needs to be done as much as possible (groceries, kid to school, library, get Christmas trees etc.). PhD in Astronomy some years ago. Enjoy computer programming as a hobby and for work. Help researchers use computer clusters and cloud.

I think you are both right. The thing that is lacking is the realization/energy to force the government to act. That is a big hill to climb and they aren't going to act unless we drag them kicking and screaming.
But this is about your budget, not your city's, or your state, our your federal budget. We wouldn't want to imply our leaders are failing us by perpetuating car dependence. I can't recommend the Future Ecologies (FE) podcast enough. They have my sense of humor (puns), and very interesting deep dives on ecology. The only down side is they don't make them very quickly.
