Feels like it is a sandwich in the US but not the UK.
I think it'd definitely have been better if the government had provided more support for analysis before the 2nd reading, but they still have the opportunity to do it before the 3rd reading. 2nd reading vote is on the principle, not the full detail.

Probably also quite expensive - now they're in government it was probably paid for with public funds.

The value being quoted in the press is most likely an equity value obtained by subtracting the debt load from the full enterprise value. So I think it has further to fall before it's worthless, though the value the debt is trading at does indicate there's a substantial risk of a default.
