This fits the narrative of the police chiefs. It wasn't all officers that were causing problems, but a very particular set of officers were causing most of the problems, and they had recently been deployed to Minnesota.

That would fall outside the state's jurisdiction, no federal judge is going to accept that. Minnesota can put requirements on vehicles that are rented within Minnesota.

I think it is a pretty pressing issue, Americans have very little remedy against federal officers that violate their rights. Assuming the executive branch isn't willing to prosecute an officer; JD was right, courts have created an environment where agents of the state enjoy near absolute immunity.
