The basic tools of military action are things that would be horrorific crimes in civilian life. A war crime is an act so egregious that it stands out against that background. Somehow we never have that conversation honestly before we go to war.
A war is not when you just kill bad people, it's when a whole society commits to imposing it's will through violence on another. Burning men alive and blowing them to pieces with the knowledge that innocents will die along with them is normal in war.
Hawks are the most obvious offenders, but the same basic principle is at work with people watching footage from Ukraine and calling the killing of fighters that are clearly not hors de combat war crimes.
A consistent theme across the discourse is that people simply do not appreciate the baseline destructivness and horror of war.
