Transparency about projected outcomes and about who will actually receive these supports matters. If we are serious about addressing homelessness, we must ensure that income measures are meaningful, accessible, and guided by evidence rather than assumptions. 4/5
We should also be concerned about access. Many people without housing face barriers to banking, identification, and communication with government, which means that benefits on paper may never reach those who need them most. 3/5
Across the country, homelessness is rising at alarming rates, even as evidence shows that modest, direct income supports can dramatically improve housing stability, health outcomes, and public costs. Yet the additional support contemplated under Bill C-19 remains limited. 2/5

Bill S-232 would ensure public funds are not used to impose or enforce NDAs in these contexts, while preserving survivorsβ ability to choose privacy if they wish. It is a measured but important step toward accountability, transparency, dignity and justice. I am proud to support this bill. 4/4
When NDAs are used in federally funded settlements, Canadians are unknowingly paying to silence people who have suffered wrongdoing. Bill S-232 would ensure public funds are not used to impose or enforce NDAs in these contexts, while preserving survivorsβ ability to choose privacy if they wish. 3/4
Too often, NDAs are used not to protect privacy, but to protect power and privilege βΒ pressuring those who have been harmed into silence through financial vulnerability and unequal bargaining positions. This secrecy shields institutions and perpetrators, while survivors are left isolated. 2/4
