The Province of Nova Scotia doesn't think Halifax is doing enough to encourage new housing.

The Province could have responded by forcing Halifax to allow more density in its urban core.

Instead, the Province is forcing Halifax to allow more exurban sprawl.

They also gave the Minister of Housing new authority in HRM to direct Halifax Water to extend water, and wastewater infrastructure to “enable growth”. By growth do they mean unsustainable sprawl?

To be fair their hands are tied based on the rules so they likely can't recommend otherwise. It will be councils place to make an exception for it which I'd be amazed they don't figure out a comprise.

This chart illustrates the difference in cost of providing similar services to urban and suburban Halifax. The costs have undoubtedly gone up since this chart was made, but the difference is still there. Is it really so unfair to charge suburbanites to park downtown?
