The power to declare war is explicitly given to Congress in Article 1.7. POTUS, as an executive, is supposed to maintain an Army, Navy, etc., in Article 2.2 to be ready should Congress declare war. Not that some Presidents haven't bent this some, but this is what the Constitution says.
