I developed a new petty theory of everything. There are two antithetical models of countries for infrastructure delivery: those with a strong culture of Public Works and those without it.
China and France are two examples of the former, and Canada is an example of the latter.
When I toured Besançon's L3 BHNS, I thought that the modal filter that turns Av. de l'Observatoire from a through arterial to two dead-end local streets for all but buses & bikes was done as part of the BHNS project in 2016-17 (1st pic).
But it pre-existed in a different form since at least 2006.

Today it’s 90 mins by diesel train. @alonlevy.bsky.social says electrification and proper scheduling could bring it down to 62/65 mins. But MTA has no plans for that, so instead NYU will just have to pay nurses more (passed on in premiums, of course) to hire a replacement willing to do the commute.
