One wonders second how this might facilitate dumping large amounts of NIH funds into regime priorities such as "proving" their weird takes on science are correct, read: causes of autism, herd immunity, healthy inverted food pyramids, etc.
One wonders first if this is merely a technical fix for the impact of Multi-Year Funding on the total costs per year being awarded in year 1?
NINDS has rescinded a policy that required extra Council level review/scrutiny for awards to any PI who had $1.5Million in total- a halving of the payline, possibility of denial, etc

8/ The only course of action that allows the study to be or remain funded seems to be removing the “potentially misaligned terms” and renegotiating the grant. They are receiving emails from their leadership explicitly telling them to stop disagreeing with the tool’s output. That its a waste of time.
7/ In reality, my colleagues still inside NIH tell me that their assessments are largely ignored.
Once a grant or application is picked up by the tool, they are almost never able to move the grant forward as is - regardless of the scientific justification.
5/ Right now, they are arguing in court that they have replaced the old, unlawful process.
But my colleagues inside say this is false.
NIH isn't actually following the new processes they laid out.
4/ In response, NIH hastily put together a new screening process and new agency priorities to make the grant screening appear legitimate.

We know they are likewise keen to enhance "geographic diversity", the sole remaining acceptable factor on CSR's page about study section selection, which goes hand in glove with their desire to punish high intensity research institutions which just so happen to be in blue states.
Closing and re-constituting study sections is an opportunity for greater than usual interference with the people proposed for a term of service. We know the old rules on a diverse and expert panel have been altered. We know the new regime is very keen to kick anyone brown out of the system.
