I'm seeing a few reports of this, but I can't confirm this is widespread. I have been told a separate passport office is no longer processing changes, but new apps will go by your BC and renewals by your current info.
There's a lot of confusion out there on passports and no real answer yet.
(though this really isn't that deep. i wouldn't do anything goofy from your personal/work email, but creating some noise on a alt email probably isn't a big deal.)
i use mullvad. it's generally best to use a vpn provider that's not too big, not too small (in terms of popularity).
i also use firefox. but no browser inherently provides privacy. really about how you configure/use it. if i were you i'd read up more on opsec.
