Incident Description:

As I was commuting by bicycle on Adeline Street, I saw a large SUV with BART Police decals and flashing emergency lights parked in the bike lane. As I approached the vehicle, I noticed two BART Police officers chatting on the sidewalk in front of the Touch of Soul restaurant, clearly not responding to an emergency.

I politely asked the officers if they would please not park in the bike lane; they simply smiled at me, said something along the lines of "thanks," and returned to their conversation. I asked again if they could please move the car, pointing out the three other private vehicles parked in the bike lane ahead of them. I noted that when police ignore the law so casually, it sends a clear message to the public that certain rules don't matter and can be broken with impunity. They responded with more smiles, said, "Thank you for your feedback," and went back to waiting for their meal.

The purpose of bike lanes isn't just to keep me, an able-bodied person who has never owned a car and has been commuting by bike for 20 years, safe. Their purpose is to make it possible for vulnerable people to feel safe shifting toward lower-impact, cheaper, and healthier modes of transportation. When police make it clear they don't care about enforcing the rules that are put in place to allow a 10-year-old to ride safely to school, bike lanes effectively become double-parking lanes.

I didn't ask for the officers' badge numbers because I’m not interested in these two individuals being punished. Instead, I want there to be a culture and training within BARTβ€”including the police departmentβ€”that centers on the goal of shifting people away from cars. This must include ensuring safe routes to BART stations for cyclists. Otherwise, you have one part of the organization desperately trying to increase ridership while another part makes it more dangerous and burdensome to access public transit.
