Lacey is a merchant at the Mojave Outpost. Tending the bar at the Barracks, she knows about the caravans and people that come through the outpost. She has issues with Ranger Ghost.
Comm Officer Stepinac is an NCR Ranger posted at Ranger Station Charlie.
When Ranger Beaumont โ the commander of Ranger Station Charlie โ departed from his post to lead a mandatory patrol, he left Stepinac in charge of the outpost.
If Primm Slim is made sheriff of Primm, he can be heard on Radio New Vegas. He does not appear to know the name of the town where he is sheriff, due to a missing data token.

Primm Slim is a pre-War RobCo Protectron and "authentic cowpoke" customized by the owner of the Vikki and Vance Casino to act as its official spokesbot.
