It could just be someone in your train/bus has one in some luggage and your phone just saw the tag for long enough. The one time I've seen this it's also showed me a map of where I was which helped show that it was just someone I was traveling with

This stuff happens from time to time, but it's usually not covered by generalist news organizations. There's been a few close calls in the last few years that you likely wouldn't have seen. A while ago they covered derailments more often after a couple of big ones, but that also happens regularly
