I think in general discord doing this without any need to is bogus and the backlash in doing so is deserved imo. I agree with the point you make when bringing up sharing IDs to server owners which is also just as dangerous to do.
I agree in hindsight the provider they picked was not good after the leaks which happened but Discord were forced to do something due to laws passed so could not just bury their heads' in the sand on the matter. Rushed decision? Yeah probably, it was likely a scramble to comply at the time.
I believe the difference between the UK and Australia situations is that those were on the basis on passed laws/acts whereas this time it's just discord making the decision on their own free will.
It could be really bad for Discord if Californians contact the office of the Attorney General to report the potential violations of CCPA and CALOPPA citing the recent breach from a few months back where 1.5tb of user data and millions of IDs were leaked, but who can say for sure?
