I read it a decade ago and iirc scores are based on how similar the things you talk about are to economists being registered as or donating to the different political parties? I suppose the data is available on individual professors ideological scores...
economists select into fields also, so the non-partisan optimal tax rate must be much lower? (though I don't remember how partisan PE is on their measure)
