Sind formale IOs wie im Fall der Weltfinanzkrise, Krim-Annexion und COVID-19-Pandemie aufgrund fehlender Ressourcen, unklarer Zuständigkeiten oder interner Blockaden handlungsunfähig, können IIGOs durch ihre Schnelligkeit, Flexibilität und geringe Institutionalisierung diese Probleme kompensieren.
Wir diskutieren die Eignung von IIGOs für die Bearbeitung grenzüberschreitender Krisen und fragen nach den Bedingungen, unter denen Staaten in Krisensituationen durch diese agieren. Im Kern argumentieren wir, dass der Einsatz von IIGOs von der Handlungsfähigkeit formaler IOs abhängt.
