It's a general issue with the game, regardless of your rig. It's just poorly optimized. Rn the most you can do is
1. Install a performance config
2. Up the priority using something like process lasso
3. Use a debloater tool on windows
4. Install Linux and go crazy

On a DIRECTLY related note you should have your 4.8k in green be "Restorative Locket" and "Stamina Mastery" with the new buffs to resto locket it is my favorite item in the game.
Fun fact, in deadlock you gain scaling benefits depending on how much money you've invested in a category. When you spend 800 souls in gun you get +7% weapon damage, with the largest threshold being 4.8k which gives a sizable buff, roughly +50% gun damage
Ginnis' Minigun's damage was reduced dramatically, and I would care but her dash distance got upped to "fast" and the devil himself could not catch me.
