Last year gas set the electricity price 90% of the time, down from 97% in 2021. On current projections, gas will set the electricity price 60% of the time in 2030. Behind the meter generation removes wholesale prices from the equation for large percentages of usage entirely.
My council's council housing has solar panels fitted to them. They are also fitting ground source heat pumps as & when they can.
It is possible to accelerate behind the meter renewable generation + storage; funded by windfall taxation; in conjunction with grid scale generation & grid upgrades. I.E. public sector solar & storage, with the possibility of including FE & R&I as well.

OP is calling for acceleration of non fossil fuel energy generation. Additional funding from the fossil fuel windfall tax is capable of providing this.
Can you please point out where specific funding requirements for non fossil capacity are stated?
Funding can come from additional revenue from the extra tax being applied to oil and gas companies. This is because of the increase in the wholesale price of oil and gas.
