If CDoH is a new sort-of 3 letter TLA then it's Commercial Determinants of Health. Think 'Big Tobacco' and the fight to protect health from tobacco harms. On Transport - just the same in the sense of range of harms and limited control of, and a 'David v Goliath' battle, in this case with 'big auto'
