Formatting a date in vanilla JavaScript should not be this hard, guys. I don't want to write my own formatter, I don't want to replace slashes with dashes, I don't want to split and concat, I JUST WANT TO SEND A FORMATTING STRING. Is that too much to ask.

Yuuup! Excel thinks 1900 was a leap year. If you enter "60" it gives you 2/29/1900, and entering "61" gives you 3/1/1900. It knows not to have 2/29 in 1901 or 1902, but not in 1900.
It is related! It is inclusive, but that alone doesn't solve it. Why would it be _one_ day off......
Anybody who can tell me why Excel mistakenly thinks "915" is the date July 3, 1902 gets extra credit and can help me file a bug report with @microsoft.com.
