Will states spin up a shared nonprofit to fund and house data and analysis? Or will this some how be housed in each state? Or somehow decentralized?

Still, I think the courts might get to “complete relief” anyway via class actions as an in-kind alternative. Basically the same effect as a nationwide injunction.
Without some way of getting there, applying/executing law can become impracticable.
Regarding the latest SCOTUS ruling—I think a reasonable rule could have been: Primarily, when a high level of evidence suggests patently unconstitutional acts will likely cause irreparable harm not just to litigants but those like them, a nationwide injunction is appropriate. 1/
Impervious to being mistaken is one shortcoming; impervious to correction is another. Both worthy of consideration.

Again—10 Dems voted for cloture. Only 2 voted for the actual CR, and neither was Schumer. (They were Shaheen (D-NH and King (I-ME).)
He voted against the bill. What he did vote for was cloture, to end debate on the matter.
FWIW, Schumer voted for cloture but against the actual CR.
