I think based on my years of experience, I can summarize it down to "investment"
Players want reasons to care. They want reasons to remember NPCs, they want reasons for their actions to matter. They want stories that are worthy of retelling.
So I usually focus on that - immersion and investment

Yes, it can. I've run many horror sessions that left an impact. Of course, the prerequisite is players willing to meet you halfway. If they can't stop their riffing for 10 minutes you're gonna get nowhere. But that's a problem with the players not a failure of the medium.

well sure but i feel like the DM's presentation of a system is more important to how you experience and build an opinion about that system rather than who you're playing with
Also there is no perfect system and never will be
No system, no matter how mechanically perfect, no matter how thematically consistent, no matter how exhaustively detailed
Will ever overcome being ran by a bad DM
And a single session with a bad DM will color a player's opinion of that system until the day they die
