The trump admin is at risk of stupiding their way back to the policy of the biden administration so it's better in their minds to simply give up and abandon the whole thing.

Trump is definitely in charge but he's obviously heavily influenced by his advisors and how ideas are presented to him.

His vendetta against global trade is well documented and he hates Zelenskyy due to their past (and Zelenskyy being a more popular TV to politic figure)

Trump is quite lucky that he's the head of a cult that drives good 24hr news ratings.

Any other mature western democracy would have removed him by now.
