This would also be less problematic for ever increasing size of Pokédex. We've had drama when it was announced SwSh that not all Pokémon were in - we were coming close to 1000 already, it's only gonna get worse.
With this system, each gen would feel more unique with less workload.
This would mirror real-life animals much better. There's like some small section of animals that exist everywhere either naturally or because they've been brought by humans, majority of each region's ecosystem is built of local fauna. Can you imagine IRL Kanto having no unique animals?
One thing I would have changed if I were in charge of Pokémon when it first started - every new generation has more or less the same number of Pokémon but only has like 20% of previous generations' Pokémon, the rest is all new mons.
