Honestly it's a interesting topic to think about! Like, I once read that (at leas tin America) many companies just leave the lights on even if noone is around so that the places "looks busier"!
Eternal mood....
Second, time of day. When the skyscrapers are most busiest would be during the day, but then you can't really see inside because of how the light reflects from the windows. At night, when you actually see the light inside, they are probably way emptier
...I probably pondered too much about this :'D
Thinking about it, it might be two factors for that actually: First, the forced perspective - with the low angle we mostly see just the ceiling, so if people aren't standing directly by the window, they are not visible.
I will definitely keep that in mind...👀
