Yeah, Iβm with you there, John. I wouldnβt even touch games like this with a ten-foot pole. Iβve just started playing Shenmue I for the first time, and Iβm absolutely loving it. If they keep pumping out MP, survival slops like this, Iβll stick to retro games.

Using Special-K to cap the frame-rate fixed those spikes for me.
Tutorial level is very much GPU bound. The bottleneck shifts to towards CPU once you enter Vatican with Full RT on. It's super heavy on CPU. I imagine non-X3D Zen 3 for e.g. will likely see dips well below 60fps, even though GPUs like the 4070 and up would be capable of more.

This PC animation issue in stalker 2 when using FPS caps pointed out in this post is A LOT like the pre-launch issue on Xbox Series consoles. I have loaded up the game and tried out a 30 fps cap and have also seen the issue. Upvote this post to get the devs to see it. I will write an email soon.
