Known Issues in SQL Server 2022 CU23
If you use Database Mail in SQL Server, you should not install SQL Server 2022 CU23 (which breaks Database Mail).

Statistics io and statistics time for 2 queries in SQL Server. Original top one shows elapsed time is 63 million milliseconds and the bottom one is 2 thousand milliseconds
What a difference....a NOT EXISTS makes 🎵
That's it, that's all.
Changed a NOT IN to a NOT EXISTS, and we go from 17hours 39mins to 2 seconds.
DBs are amazing...
