Probably true. Crazy that even with arguments related to terror, crime and insurance fraud, it's not a political no-brainer. NYC has so few entry points, catching people with the use of license plate camera could be so simple!
I've been in multiple southern European and Middle Eastern cities where you see huge amounts of ignored traffic violations, but a lack of license plates is never one of them. Really surprised me to see that in a place like NYC.
