The original Planet of the Apes series from the 60s and 70s is fascinating for a number of reasons. (Like becoming the model for modern tie-in merchandising.) But maybe the most striking is that it is a brutally misanthropic and pessimistic look at humanity that was embraced by a generation of kids.

I expect IDW didn't want to or couldn't renegotiate the contract they already had for comics. It's really disgusting how locked down digital comics are in general. That said it IS of course possible to negotiate for PDF distribution, Magnetic Press did this for their recent Planet of the Apes TTRPG.

But then much as I love it, POTA isn't exactly a franchise bursting with video games. (Not sure there have been any in like 25 years, except presumably some trash mobile tie-ins) So that may have something to do with it.
Yeah I assume they just used the same license they have for comics, since IDW is primarily a company specializing in licensed comics. It IS possible to negotiate a separate license that allows PDF releases of course. Magnet Press Play did so with their recent Planet of the Apes RPG which is on DTRPG
