It did not "target Ukrainians" but "individuals hiding from the law" and Ukrainian citizens happened to make most of them because there are over 700k of them living in Poland. Many of those deported were wanted by Ukraine's police, many others engaged in fraud, cybercime etc.

There’s no such thing as “neither army will be present”.
