the ones out west were created initially so that white factory workers wouldn’t have to travel so far for work. But once they moved to the suburbs, the govt stopped caring about the quality of the buildings.

HOAs were originally formed by the government to make sure housing covenants were upheld that prevented owners/builders from selling to potential Black homeowners.
