It's a both/and IMHO. Donations at the local, state, and national level are going to be more important than ever. Sometimes what is necessary and what people like doing aren't always in alignment. (And full disclosure, I'm prolly biased as a board member of the Latino Community Association)
I'd argue that we can donate to the organizations that are able to act at the national level (H/T ACLU, Center for Reproductive Rights, National Council on Nonprofits, among many others) -- and then focus on taking action at the local level where we have more power.
