I believe this type of "information feedback" is important for both the authors and the editors to remove the "sludge" of the system (See definition here: freakonomics.com/podcast/slud...)
Can we have such a setting in journal management systems: if more than 30 decline to review, the system automatically notifies corresponding author to explain the situation AND explicitly says that the manuscript will be declined UNLESS the corresponding author clicks a button to continue to wait.
