I'm still struggling with the gradations, because a lot of times, identifying when to apply a certain target is a learning target in itself, and is much more of a continuum than a skill in itself.
That's where I start to lean on the "Exceeds" part of the scale.
I try not to do percentages, or even points. It's forced on us by the system, but I really do try to just focus on which learning targets they've demonstrated proficiency in.
