Yes, the jaw line isn't a hard line. If it's not defining a visible edge of the face, there is no need to ink it.
That's what most people struggle to understand I suppose. This, and also the volume/shape of the face's elements (nose, etc).
Adding a shadow allows people to check if they did right. :)
