That person was especially naive. But, once they start tracking your IP, it becomes hard to evade a determined effort. You could use burner phones & public hotspots & they'll start pulling video footage from the coffee shops you frequent. You can make it take more effort with extreme measures.

Not completely. Proton normally doesn't log the IP addresses used to access their system, but if the Swiss authorities present a legal order, they will. That's what happened in the piece I linked. The same will go for whatever VPN you use to try & obscure your IP.

Proton only responds to Swiss authorities acting under Swiss law. If the government of Dubai convinced the Swiss authorities they needed record's from Proton to investigate a serious crime, guess what happens? This isn't the first time Proton cooperated with foreign cops.
