That’s definitely weird! Still guessing that they were hoping for additional time around the time of the original meeting, but dropped the ball (badly).
My best guess is that between the initial review and the rescheduled meeting, one reviewer was unavailable and they swapped in a new reviewer for the rescheduled meeting.

1. I’m not surprised this happened. This is the side of open data sources we don’t talk about: there’s an assumption that everyone will access the data in good faith. (More on this in a min)
